Opening ceremony of the 7th International Conference on Energy, Environment and Sustainable Development held at Mehran University

Lahore (News / Pakistan Point News - 07th February, 2025) The Inter-Ministerial Health and Population Council (INC) has recommended the formulation of a new National Health and Population Policy (NHPP 2025-34) in the context of the meeting held last year. The policy will be prepared based on the recommendations of the Mid-Term Review (MTR) of the National Health Vision (NHV 2016-25) and consultations with stakeholders from the public and private sectors.


The Ministry of National Health Services, Regulation and Coordination (M/NHSR&C) has appointed a consultative team headed by Professor Samin Siddiqui with the support of the UK Foreign and Commonwealth Development Office. The team focused on identifying a common strategic direction, taking into account the strategic priorities of the national and provincial governments, local needs and global commitments, in consultation with senior officials of the health and population departments of all provinces.


Following this consultation, a provincial consultative meeting was held at a local hotel in Lahore. The aim of this meeting is to further improve population and health by involving public and private sector stakeholders in the health and population sectors. The Comprehensive National Health and Population Policy 2025-34 is a key initiative aimed at addressing Pakistan’s population growth and health challenges.

A provincial consultative meeting is an important step in this process, providing a platform for provincial stakeholders to share their expertise, experiences and concerns. This collaboration will ensure that the policy is tailored to address the unique challenges and needs of each province. The key objectives of this consultative meeting include reducing the fertility rate from 3.6 per woman to 2.8 by 2025 and 2.2 by 2030; reducing the total fertility rate to 2.2 by 2030; and reducing the average population growth rate to achieve sustainable development, especially for women and children.

Strong partnerships between provincial stakeholders, government agencies and development partners will lead to increased capacity for policy implementation and monitoring at the provincial level. Director General Population Welfare Punjab Saman Rai said in his address that the demand for family planning in Punjab province has increased from 52.2 percent to 56.8 percent. The results of MICS 2024 are very encouraging compared to 18.

Most importantly, the total average fertility rate in Punjab has decreased from 3.7 children in 2017 to 3.5 in 2024, while the teenage birth rate among women aged 15-49 has decreased from 40 to 33. He said that a positive trend has been seen in Punjab regarding family planning. The workers and field staff of the department worked day and night in the province with a traditional scenario to change the behavior and mindset of the people.

The teams of Population Welfare Department Punjab have been visiting all the rural, remote communities, tribal areas across the province and encouraging the people to be responsible, ensure family welfare, adopt family planning methods, have a balanced family and responsible parenting, use of contraceptives, care and much needed precautions. The SBCC strategy has been successfully implemented and has yielded positive results.
