Islamabad (News International News - 17th December 2024) Jamiat Ulema-e-Islam (F) chief Maulana Fazlur Rehman says that the secret has been revealed today that our legislation is being made at the behest of the IMF, the biggest obstacle in the registration of madrassas is the government itself, the 26th Constitutional Amendment was unanimously passed by both houses,, Addressing the National Assembly session, the JUI-F chief said that in politics, negotiations take place, both sides explain to each other.
We certainly have reservations about the public representation of the house, but at the same time, this house is also responsible for parliamentary responsibilities. We are also part of this house. The effort is to resolve all issues through understanding. The negotiation process continued for more than a month and all government and opposition parties were on board.
After explaining with arguments, the problem finally reaches a solution.
There was a bill regarding religious schools, I want to tell you the history of the Religious Schools Bill. He said that in 2004, questions were raised regarding religious schools. The first question was what is the financial system of religious schools? The second question was what is the education system of religious schools? The third question was what is the organizational structure of religious schools? After negotiations on these questions, when the government was satisfied, legislation was made on it.
It was said that religious schools would be careful not to present extremist material. Later, some problems continued to arise, our intelligence agencies went directly to the schools. There was a series of intimidation, threats and harassment there, which led to serious complaints and in 2010, an agreement was once again reached that no complaint regarding any school would be made directly by going to the school, but rather to the organization affiliated with that school.
During his speech in the National Assembly, JUI-F chief Maulana Fazlur Rehman further said that according to us, things were settled, but after that the Eighteenth Amendment was passed. The government said that madrasas are registered under the Societies Act. Then the matter of the Ministry of Education came up and discussions were going on. It was said that the registration of registered madrasas would remain intact and the government would cooperate in the registration of new madrasas. Bank accounts of religious madrasas would be opened and foreign students would be given a 9-year visa. He said that according to the agreement, the Law Minister prepared a draft and brought it to the House. Despite the agreement, changes were made to the bill during the legislative process.
The bill was passed on October 21. On the 28th, the President objected, the Speaker and the National Assembly amended the bill and sent it back to the President. Maulana Fazlur Rehman says that the President did not object to the bill again. There is no right to object again. All the madrasas organizations are unanimous that the act has been made. Speaker Ayaz Sadiq said in an interview that according to him, the act has been made. If the act has been made, why is the gazette notification not being done? It would be a wrong precedent to bring this bill again and amend it. The President's second objection is not constitutionally correct, now interpretations will not work. We are legislators, we do not want to play with the constitution. We are fighting for the privileges of the House and the constitution.
